Glossary of Terms

Certification - The procedures and necessary documentation required by Chatham County or any other recognized public or private agency that conducts a certification program to determine if a contractor, consultant or vendor is an LS/M/WBE.

Local Business Enterprise (LBE) - a business enterprise that:

  • Has a headquarters, distribution point, division, office or locally-owned franchise located in or having a street address within the County for at least one year prior to the issuance of the requested competitive quote or bid by the Purchasing Agent,(a post office box or temporary office shall not be considered a place of business); and
  • Has a valid business license issued by Chatham County or any municipality with Chatham County at least one year prior to the particular quote/bid opening in which local status is being considered; and
  • Has proof of payment of all applicable Chatham County taxes and fees.

Minority - Persons who are African American, Asian American or Hispanic America in origin.

Minority-Owned Business Enterprise (MBE) - A business that is at least 51% owned, operated, controlled and managed on a day-to-day basis by one or more minorities and is certified as such by Chatham County.

African American - A person having origins in any of the black racial groups of Africa.

Asian-American - A person having origins in any of the original peoples of the Far East, Southeast Asia, the Indian Subcontinent or the Pacific islands.

Hispanic-American - A person of Spanish culture with origins in Mexico, South America, Central America or The Caribbean regardless of race.

Women Business Enterprises (WBE) - A business that is at least 51% owned, operated controlled and managed on a day-to-day basis by one or more women, none of whom fall into any or the minority groups as listed

Joint Venture - An association of a M/WBE firm and one or more other firms coming together to carry out a single, for profit business enterprise, for which the parties combine their property, capital, efforts, skill and knowledge and which the M/WBE is responsible for distinct, clearly defined portion of the work of the contract and whose share of the work and contribution, control, management, risk and profits of the joint venture are commensurate with the ownership interest and the entities, formed consistent with Georgia law, to perform a specific contracts.

Commercially Useful Function - The performance or provision of real and actual services or products in the discharge of any contractual endeavor is a commercially useful function.
